Human closed captions can be submitted and set up either by CE21 (with an administrative fee) or by the tenant (free) on the CE21 platform. See process for self-service at the bottom of this page.

While there are multiple speech-to-text services on the web, this page refers to rev.com which CE21 is familiar with and has used many times.
